Not every country on this list is a full-fledged democracy, at least not yet.  (Freedom House has a rating of each country on that score.)  All of them, however, hold elections, and all of them permit their citizens living abroad to vote in them, no matter how long they have lived abroad, and no matter what reason they are living abroad.
